Founder & Principal

Dave Zvenyach is an expert in how the federal government works and brings a rare blend of experience as a software developer, lawyer, and product strategist.
Dave has unique expertise on all things public sector; he's held executive level roles in three presidential administrations, and served in all three branches of government, as well as at the federal, state, and local levels.
Dave is a founder and principal at TandemGov, a consultancy that supports organizations navigate government procurement through the full-procurement lifecycle, including product development, go-to-market, pricing, proposal development, compliance, and more. Dave is also the author of GovContrActually, a newsletter that offers irreverent takes on procurement policy and bid protests.
Before starting TandemGov, he served as the Director of the Technology Transformation Services ("TTS") at the United States General Services Administration ("GSA "), where he oversaw nearly 40 programs, including the FedRAMP , Presidential Innovation Fellows, Login.gov, US Web Design System, and 18F programs. During his tenure at TTS, Dave helped solidify and expand existing programs, establish new programs—including the US Digital Corps and the TTS Benefits Studio—and worked with Congress and the White House to unlock new, recurring funding sources for TTS. For his work at TTS, Dave was credited as a "visionary and champion of building sustainable and equitable civic tech partnerships, scaling governmentwide shared services, and to improve the way the American public engages with government."
In between his time in government, Dave worked as a partner and Director of Product at Hangar, a venture studio that built companies that serve the public-sector and adjacent markets, and as an independent consultant. Dave also served as Senior Technical Advisor and Assistant Commissioner for the GSA 's Federal Acquisition Service Office of Systems Management; Executive Director of 18F; Deputy Commissioner for TTS; Assistant Commissioner for the TTS Office of Acquisition; General Counsel to the DC Council; Chief of Staff to Councilmember Mary Cheh; and judicial law clerk to United States District Judge Yvette Kane.
Dave has written on diverse topics, including a book entitled Coding for Lawyers, a chapter on Political Law for the DC Bar Practice Manual, and about a variety of technical and legal topics on his blog. Dave is also a teacher, having served as an Adjunct Professor at the George Washington University Law School, a facilitator for the Digital Services IT Acquisition Professional program, and an instructor for a Continuing Legal Education course through the DC Bar on Legislative Drafting. Dave is a member of the Wisconsin delegation to the Uniform Law Commission, where he sits on the Technology Committee and is chairing a study committee on State Government Use of Artificial Intelligence.
Dave's been named a Best Boss in Federal IT, a Legal Rebel, a Legal Hacker of the Year, a Fed 100, a FastCase 50, FedScoop 50, and an Open Data Pioneer. He was recognized as a "role model for public service and dedication to his craft" by the Council of the District of Columbia, received the Exceptional Service Award from the DC Bar for establishing the first Pro Bono Legal Volunteer Program in the DC government, and is an ABA Fellow.
Dave is a graduate of the George Washington University Law School and has a bachelor's degree in Mechanical Engineering from the University of Wisconsin. He lives with his family in Oregon, WI.
Principal

Kathryn brings a holistic perspective to improving the federal government's ability to leverage technology in support of its mission through cross functional experience across multiple branches of government and the private sector.
Common threads across Kathryn's professional career include a focus on understanding complex organizations and processes, identifying opportunities for change and reform, and charting a pathway to implement.
Kathryn developed deep expertise in federal acquisition policy and practice as well as agency budget and operational practices early in her career, leading performance audits at the Government Accountability Office on a wide range of complex and high profile topics, included defense weapon system acquisition practices, contracting failures at Arlington National Cemetery, and large scale evaluations of agency procurement practices.
Kathryn led oversight of the federal acquisition and technology policy portfolios on the Senate Homeland Security and Governmental Affairs Committee under Ranking Member Tom Coburn (OK), and led the committee's effort to pass the Federal Information Technology Acquisition Reform Act in 2014, representing a significant legislative effort to empower agency CIOs and improve agency's ability to leverage modern technology. She then led oversight and investigations on the Senate Armed Services Committee for Chairman John S. McCain (AZ).
Shifting from policy to operations and implementation, Kathryn joined the General Services Administration 18F team, where she worked with senior leaders to mature the operations of a 200 person digital service consultancy within government. She also worked with the Office of the Federal Chief Information Officer within the Office of Management and Budget (OMB), where she led a pilot project to facilitate legislative action and future implementation of the Technology Modernization Fund, a first of its kind multibillion dollar investment fund to jump start federal technology projects.
More recently, Kathryn has led growth, business development, and strategic initiatives at multiple private sector technology firms focused on supporting the public sector. She worked across multiple business units at Amazon, leading policy engagement on behalf of Amazon Business, developing innovative pilot programs to support agencies and private sector partners on behalf of Amazon Web Services, and leading initial public sector engagement on behalf of a new supply chain focused business unit within the company. Kathryn also led growth at Skylight, a small business dedicated to supporting public sector digital service transformation efforts, where she worked closely with the executive team to secure new client engagements, mature the company's growth infrastructure and operations, and successfully led client delivery engagements focused on user centered design and agile software development.
Kathryn holds a Master's Degree in Public Policy from the George Mason University School of Public Policy, as well as a Bachelor of Science in Foreign Service from the School of Foreign Service at Georgetown University. She enjoys wrangling her small children in Burlington VT and getting outside, while continuing a life long quest to find the perfect breakfast sandwich.
Principal

Becky Vasquez bridges technical, business and people leveraging cross-functional experience as a product development leader, program manager and change strategist.
Becky's experience in a variety of industries — government, high tech, manufacturing, medical, agriculture, retail, consumer products, fitness, real estate, color design, travel — provides a unique perspective and ways to help clients, especially with complex challenges.
Ranging from hands-on hardware design to leading large scale upgrades in high volume manufacturing environments, Becky led technical, systems and products teams worldwide at Intel for more than 15 years. She partnered with medical organizations in the early days of telehealth, leading teams through transformative changes to how they managed care and conducted business (https://pmc.ncbi.nlm.nih.gov/articles/PMC3208888/). Becky led technical and FDA compliance for medical device products at Care Innovations, a joint venture by Intel and GE Health. She then led the product development team and business operations for a small start-up focused on design and manufacturing of consumer products.
Leveraging test strategy expertise and shifting focus from hardware to SaaS, Becky led a global team to successfully deploy the first large scale ERP (Workday) implementation for recruiting at Intel. Becky continued with ERP deployment strategy and change management for local fitness and social club, nationwide cheese manufacturing, warehousing and distribution, and a large local hospital system covering supply chain, finance, human resources and information technology.
Becky is a graduate of the Portland State University Business School and has a bachelor's degree in Mechanical Engineering from the University of Wisconsin. She lives with her family in Portland, OR.
